Construction Team
As Director of Construction, Bill Marshfield brings an
extensive construction background to HVCC. He is responsible for quality
control, monitoring schedules, upholding safety procedures and oversight of the
entire department. His responsibilities encompass entire projects from
demolition, renovations to complete new construction, and working closely with
four project managers. Bill easily oversees and supervises multiple
projects while working closely with the development team on future potential
projects. He is also fiscally responsible for overseeing the receivables,
payables and compliance paperwork to be sure all is complete. In addition,
Bill is also a 15 year veteran with the Syracuse Fire Department and is a
certified Master Electrician.
Housing Visions Construction Company (HVCC) was formed for the
singular purpose of allowing Housing Visions to have additional control over the
quality, craftsmanship and scheduling of its projects. The HVCC team has proven
that completing quality projects “on time and within budget” can be a
reality!
HVCC works as a General Contractor exclusively for Housing
Visions projects and is directly responsible for providing superior quality
construction services in connection with the development of low to
moderate-income housing and revitalizing neighborhoods. HVCC, established in
2002, is a not-for-profit company, with a growing crew of construction
professionals who pride themselves on keeping up-to-date with the ever-changing
and evolving construction industry. HVCC works closely with the Housing Visions’
Development Team, reviewing preliminary project plans, cost estimates, and
material selections, ensuring that a project is feasible right from
conception.

Sue March, Manager of Construction Services, extraordinarily
organizes the many facets of pre-construction and construction, including
supervising compliance submittals, verification and approval of sub-contractor
and vendor invoices, preparation of contract documentation, and processing pay
applications. Sue works closely with the budgeting and job costing, and has had
specific training in this field. As the primary contact for the
construction office team, Ms. March’s extensive background in business and
construction as well as her innate attention to detail makes the highly complex
nature of substantial rehabilitation and new construction a smoothly flowing
process, not only for her team, but for the company as a whole. Ms. March has a
Bachelors degree in Liberal Arts from Nasson College and has successfully
completed many business and software courses throughout her career.

Dave Brazell joined Housing Visions in 2006 as a skilled field
carpenter and has proven himself to be a valuable member of the team. As
of 2010, he has moved on to become Purchasing and Project Coordinator. As
an integral member of the office staff, Dave is responsible for coordinating
between the field and the office. He manages the purchasing, bidding, drawings
review, and provides overall support for the project managers in the field.
As Senior Project Manager, Joe Silva is responsible for
all aspects of job site construction. His on-site project leadership skills result in well
organized and consistent subcontractor performance. Joe provides over 30 years of
construction experience which has proven invaluable, especially when
rehabilitating the older buildings. He understands the importance of
effective collaboration between team members, subcontractors, architects and
owner. This ensures the project progresses on schedule, budget is maintained,
and problems or delays are prevented. His success is the direct result of
the high performance expectations he conveys to all project team members and the
even higher standards he maintains for himself. Joe is certified through the
Building Performance Institute and is a certified Lead Safe Renovator through
the Environmental Protection Agency.

Ed Claffey, Project Manager, brings over 25 years of
residential construction experience with him to Housing Visions Construction
Co. Since coming on board in 2009, he has capably managed his
construction jobs according to plans, specs, and owner requirements. Ed’s
expertise lies in both his in-depth knowledge of his projects and his skill with
subcontractors.
He manages a field
crew and excels at maintaining subcontractor momentum and quality. His ability
to meet our challenging and stringent schedules consistently results in
successful project completion. Ed is also certified through the Building
Performance Institute and is a certified Lead Safe Renovator through the
Environmental Protection Agency.


Matt Smith, Project Manager, joined Housing Visions in early
2010 and enthusiastically completed his first project in Rome, NY. Matt’s
reliable can-do attitude and energy helps to keep the project as designed and
schedules on track. He manages a field crew and subcontractors, and coordinates
their schedules. Matt pays attention to details and is serious about quality
control. His ability to foresee potential improvements makes him a valuable
asset to HVCC. Matt’s construction background started 14 years ago and is also
BPI certified. In his spare time, Matt enjoys fishing as well as
hunting.
