Housing
Visions Construction Company (HVCC) was formed for the singular purpose of
allowing Housing Visions to have additional control over the quality,
craftsmanship and scheduling of its projects. The HVCC team has proven that
completing quality projects “on time and within budget” can be a
reality!
HVCC works as a General Contractor exclusively for Housing
Visions projects and is directly responsible for providing superior quality
construction services in connection with the development of low to
moderate-income housing and revitalizing neighborhoods. HVCC, established in
2002, is a not-for-profit company, with a growing crew of construction
professionals who pride themselves on keeping up-to-date with the ever-changing
and evolving construction industry. HVCC works closely with the Housing Visions’
Development Team, reviewing preliminary project plans, cost estimates, and
material selections, ensuring that a project is feasible right from
conception.

As the
Project Assistant for Housing Visions Construction, Jaime Farmer
brings a tremendous amount of enthusiasm, and project support experience, to the
construction team. Her duties include but are not limited to bid preparation,
submittals, ensuring the sub-contractors are up-to-date with compliance
paperwork, M/WBE outreach and compliance, and assisting the management and field
team with other various project support roles. Ms. Farmer has her OSHA
certification, and has been trained through NYS on other various safety training
programs. She has also completed multiple business and computer classes
throughout her career.
Sue
March, Manager of Construction Services, extraordinarily organizes the many
facets of pre-construction and construction, including compliance submittals,
verification and approval of sub-contractors invoices, preparation of AIA
documentation, solicitation of bids, and processing pay applications. As the
primary contact for the team, she acts as the liaison with subcontractors,
material suppliers and project architects. Ms. March’s extensive background in
business and construction as well as her innate attention to detail makes the
highly complex nature of substantial rehabilitation and new construction a
smoothly flowing process, not only her team, but for the company as a whole. Ms.
March has a Bachelors degree in Liberal Arts from Nasson College and has
successfully completed many business and computer courses throughout her
career.

Visions Construction Co., Inc.
Jim Hoy,
Vice President of Construction, manages the many phases of a project under
construction and is directly responsible for controlling cost, quality, and
time. To ensure compliance with local, state, and federal regulations, Mr. Hoy
works closely with the architect, subcontractors, investors, inspectors, and
other team members through out the construction period of a project. With 14
years in the Specialty Contracting field, and over 6 years from his own
successful business in the Mechanical Insulation Industry, Mr. Hoy brings to
Housing Visions a sound business and management background. Initially
volunteering on the HVCC Board of Directors, he was later recruited to work for
HVCC. His outstanding communication skills, professional demeanor, and integrity
have established him as well respected not only inside the company, but also
within the community, enhancing working relationships throughout the project.
Mr. Hoy earned a BA in Construction Management from Syracuse
University.
As
Director of Construction, Bill Marshfield is responsible for quality
control, monitoring schedules, upholding safety procedures, procuring materials,
and oversight and coordination of employees and subcontractors. With 10 years as
a NYS Electrician, 15 years as NYS Master Electrician and 21 years as consummate
business owner, Mr. Marshfield has proven himself an invaluable member of the
HVCC Team. His ability to identify potential issues before they become problems
ensures a smoothly run construction site, no matter what difficulties occur. His
positive attitude and wide knowledge base creates an encouraging atmosphere,
motivating everyone to go just one-step further. For over 11 years, Mr.
Marshfield has also been a City of Syracuse Fireman.
Lenora
Joyner-Hayes, Staff Accountant, processes all of the Accounts
Payables for the construction department. This includes paying all vendors as
well as the subcontractors on or before their scheduled due dates. Mrs.
Joyner-Hayes is responsible for verifying that the pricing charged is the price
agreed upon in the contract or written proposal. She works with the Project
Managers in order to collect all paperwork and receipts necessary to process an
invoice and/or a contractor’s application for payment. Lenora also prepares the
weekly payroll for the construction department and other various duties
necessary to assist in making the construction department successful. She came
to Housing Visions with over 15 years of accounting experience and an Accounting
degree from Medgar Evers College. Mrs. Joyner-Hayes has worked for several
companies such Syracuse Housing Authority and the Museum of Science and
Technology. At these companies her duties included all aspects of Accounting
from Accounts Receivable through preparing monthly financial statements. She is
always professional, and courteous. Lenora works well with others and enjoys the
challenges of learning the construction business.
