Development Team
The
Housing Visions Development team is committed to increasing the availability
of quality affordable housing for low and moderate income families and halting
the physical and economic deterioration of traditional urban neighborhoods,
while preparing the organization for continued long term growth. The Housing
Visions team is responsible for coordinating all project participants including
other key Housing Visions staff, project partners, local governments,
architects, general contractors, managing agents, and investing
members.
Ben
Lockwood heads the Development team and is responsible for the planning and
development of affordable housing projects including property acquisitions,
budget preparation, finance, and public relations and outreach. Mr. Lockwood
brings a strong knowledge of urban land use planning to Housing Visions.
Formerly with the City of Syracuse Department of Community Development, he has
an array of skills that enhance the Development Team. Ben is the primary contact
with government officials, local partners, and other entities that participate
in the development process. His intimate knowledge of government is key to
navigating governmental policies and procedures throughout the cycle of a
project. Ben’s work in the community building processes is valuable to
developing quality, sustainable, neighborhood supported projects. By seeking
various channels of funding, cultivating relationships, and building community
partnerships, Ben is ensuring that Housing Visions will continue to serve its
mission of neighborhood revitalization. Mr. Lockwood holds a degree in Urban and
Regional Studies from Cornell University.

As
Development Services & Quality Control Manager, Kelly Loveland is
responsible for oversight of the application process for project financing,
milestone documentation, hiring and coordination of professional outside
consultants and contractors, and various other stages of project development.
Ms. Loveland has been with Housing Visions for three years, creating
efficiencies and standards of practice that have improved the development
process, keeping projects organized, on time, and on budget. Ms. Loveland’s
background of over seven years in the Performance Contracting/Energy
Conservation industry performing energy audits and building science diagnostics
at housing authorities, multi-family buildings, universities, and municipalities
gives the team a distinct edge. By incorporating the principles of energy
efficiency and green building practices in the beginning stages of the
development process, Housing Visions is ahead of the affordable housing industry
in realizing the importance such practices play in easing the cost burden placed
on low-income families. Ms. Loveland has extensive training in building science,
building diagnostics, and energy and water conservation.
As a
Development Project Manager for Housing Visions, Michael La Flair
is responsible for, property acquisitions, budget and funding application
preparation, coordinating with project partners, and processing required state
and investor documentation on assigned projects. He is also involved with
interacting with government officials, architects, financial institutions,
community leaders, and other parties as related to a project development. As a
former labor leader involved in the community, Mr. La Flair brings a unique and
innovative perspective to the many challenges facing neighborhood redevelopment.
More recently, Mr. La Flair worked in the financial sector dealing with global
asset management and is also an active member of 40Below. His pocket of
qualifications and commitment to success will only enhance Housing Visions
mission in creating quality affordable housing for low and moderate income
families while revitalizing communities. Mr. La Flair earned a Masters in
Business Administration (MBA) degree from Le Moyne College.
As a
Development Project Manager for Housing Visions, Justin Rudgick is
responsible for, property acquisitions, budget and funding application
preparation, coordinating with project partners, and processing required state
and investor documentation on assigned projects. He is also involved with
interacting with government officials, architects, financial institutions,
community leaders, and other parties as related to a project development. Mr.
Rudgick brings a strong wealth of knowledge in developing and managing
innovative projects combined with previous engagements acting as a liaison to
community leaders and government officials in multiple professional settings.
Mr. Rudgick’s extensive experience with coordinating large-scaled projects will
enable Housing Visions to continue long term growth in creating quality
affordable housing for low and moderate income families. Mr. Rudgick earned a
Master in Public Administration (MPA) degree from Syracuse University’s Maxwell
School of Citizenship and Public Affairs.
