Housing
Visions Unlimited, Inc. (HVU) is constructing a 28 unit project on the Eastside
of Syracuse to address the rapidly diminishing supply of affordable housing in
the City due to the closure of Kennedy Square and impending closure of Townsend
Towers and Harrison House. The loss of these units will crowd an already
tight affordable rental market in the City of Syracuse. Currently, Housing
Visions operates 202 units in Syracuse and has an occupancy rate of 98%.
This project is also a neighborhood revitalization project filling in vacant
parcels and substantially rehabbing deteriorated buildings in the
neighborhood.
The City of Syracuse fully supports the proposed
plan.
The project will produce high quality units and will adhere to the
Green Building Initiative and Energy Efficiency requirements of the New yOrk
State Division of Housing and Community Renewal. Housing Visions
Construction Co., Inc. will act as the General Contractor for the project.
Loguen Homes has acquired a total of 11 parcesls; all vacant with the
exception of one that is in substandard condition and will be completely
renovated to profvide 3 rental units. The vacant lots will be transformed
into 9 newly constructed multi-family houses.
Included in the 28 units of
quality and affordable housing are 2 1-bedroom housing units, 5 2-bedroom
housing units, 16 3-bedroom housing units and 5 4-bedroom housing units. 5
of the 28 uits will be specifically for persons with physical
disabilities. Preference will be given to persons and families whose
current housing fails to meet basic standards of health and safety.
The
gross rents (rents plus utilities) will range from $565 to $875 a month and will
be affordable to households with incomes at aor below 60% of the area median
income. The available units will be rented to low and moderate income
housholds for a period of 50 years. After the 15 year tax credit
regulatory period, the units will be eligible to be sold to its
residents.
The estimated completion time of the project is the Fall of
2010.

of Loguen Homes will be encouraged and supported by Housing Visions to establish
a neighborhood organization to meet routinely and work together to act on
decisions about residents homes and their neighborhood. Residents have a
voice in helping to create a safer and more attractive place to live and raise a
family.
A Tenant Buy-Out plan has been arranged for the future sale of
the buildings to the residents.
