Visions, Home HeadQuarters, and St. Joseph’s Hospital Health Center are
partnering together to transform the Prospect Hill neighborhood into a vibrant
and viable community. Home HeadQuarters, a not-for profit corporation, has
the primary responsibility for acquisitions and ARISE will be referral provider
for the special needs units and will also coordinate any services requested by
those residents.
Prospect Hill Homes is part of a comprehensive
community revitalization plan. This portion of the plan will remarkably
change the character of the neighborhood; reducing crime and encouraging further
investment. Many dilapidated structures which have not been conducive to
the neighborhood and are an eyesore along a main thoroughfare of Syracuse’s
north side will be substantially renovated or demolished with new construction
taking its place.
Prospect Hill Homes will acquire a total of 21 parcels
containing 13 structures, all in substandard condition that will be completely
demolished, resulting in the new construction of 11 multi-family houses.
In addition, 4 buildings that have been determined to be structurally sound will
be substantially renovated.
Included in the 50 units of quality and
affordable housing are 9 1-bedroom housing units, 13 2-bedroom housing units, 26
3-bedroom housing units and 2 4-bedroom housing units. 8 of the 50 units
will be specifically for persons with physical disabilities. Also,
preference will be given to Section 8 waiting list referrals for 8 units, with
the remaining 34 units for persons and families whose current housing fails to
meet basic standards of health and safety.
The gross rents (rents plus
utilities) will range from $335 to $840 a month and will be affordable to
households with incomes at or below 60% of the area median income. The
available units will be rented to low and moderate income households for a
period of 50 years. After the 15 year tax credit regulatory period, the
units will be eligible to be sold to its residents.
The estimated
completion time of the project is July 2010.

organization to meet routinely and work together to act on decisions about
resident’s homes and their neighborhood. Residents have a voice in helping to
create a safer and more attractive place to live and raise a
family.
A Tenant

residents.
