Rutger Manor
Rutger Manor is the third phase of the rental portion of a master plan sponsored
by the Utica Municipal Housing Authority as part of its HOPE VI award on the
City of Utica’s eastside. Housing Visions has been competitively selected
to develop all of the rental housing for the HOPE IV targeted area. This project
consists of 33 units of rental housing to be developed on scattered in-fill sites
in the Cornhill neighborhood.
Vacant lots and the demolition of 6 substandard buildings will make way for
the new construction of 11 multifamily houses for Rutger Manor. The gut rehab
of 1 existing building will also take place. 15% of the units will be targeted
to the special needs population including persons with physical disabilities
and homeless families. Rutger Manor will assist the Utica Municipal Housing Authority
(UMHA) with its relocation of tenants from the Washington Courts public housing
development, which has been determined to be no longer viable.
The project will remain affordable for 50 years with compliance being monitored
by Housing Visions Consultants, Inc. All 33 units of this project are intended
to be permanent rental units that are affordable to low income families as part
of the overall HOPE VI plan. After the initial 15-year compliance period Utica
Municipal Housing Authority, a not-for-profit, intends to purchase the buildings
from Rutger Manor, LLC and assume the balance of the extended regulatory period.
