State and local officials gathered on Elmira’s Southside on Thursday to break ground on a new affordable housing development.

The $15.1 million Chemung Crossing project will be in the South Main Street neighborhood, and will be a mixed-use project that will add 45 new affordable housing units and 3,800 square feet of commercial space to the community.

The project includes the new construction of six buildings and the rehabilitation of two historic buildings in Elmira’s Business Improvement District on South Main Street. The development will transform several blighted and vacant lots along Harmon Street, West Henry Street and South Main Street.

Chemung Crossing is being financed with a combination of federal, state and local funds. Housing Visions, a not-for-profit development, construction and property management company, is overseeing the project.
