The revitalization of Ashley Arms, led by Housing Portfolio Unlimited, Inc. (HPU), an affiliate of Housing Visions Unlimited, Inc. (HVU), preserves 13 affordable homes at 1818 South Salina Street in Syracuse, NY. Since its purchase in 2015, Ashley Arms has undergone extensive stabilization efforts, including restoring compliance with federal housing requirements, bringing a thirteenth unit back online, and ensuring residents have proper leasing and maintenance services. With a new commitment of 13 Project-Based Vouchers (PBVs) from the Syracuse Housing Authority, the property now has subsidy across all units and leverages state and local resources to support its rehabilitation.

All applications must be postmarked by October 10, 2025 to be considered for the lottery. All applications must be mailed to Housing Visions – 214 W 1st St, PO Box 490, Fulton, NY 13069.

Please note: The lottery only determines the order your application is placed on the waitlist. All applicants must still meet income requirements and other eligibility criteria. All applications received after the postmark date will be added to the end of the waitlist.
